Easylink Payment Co. Ltd.(The Company) was established in 2005, partnership with China Unionpay, nationwide domestic commercial banks and other financial institutions, established PAYECO, the innovative "Cloud" mobile payment platform, providing efficient, secured, simple payment confirmation and settlement services, together with professional consulting and technical support services, and operations of pre-paid card business. In 2011, the Company was granted the Payment Permit issued by the People's Bank of China in which the Permit covers the area of operations in Mobile Payment Services and issuance and operations of Prepaid Card business.


The Company has technical strength to implement the patented technology with network of financial services. Cooperation with the CUP, through the resources of interbank clearing system, building the secured, efficient and innovative mobile payment services platform, the platform accepts majority of debit cards issued by the nationwide commercial banks without restriction to any telecom operator. This mobile payment platform was soon accepted by the leaders of on-line tickets agents and lottery operators after launched and our platform has become the most popular payment application which covers the industries includes electronic tickets, tourism, lottery, insurance, education, examination fees, and achieved the remarkable performance.


The Company will continue to develop and create new services models for the domestic financial payment services, by combining our R&D and IT team with the knowledge of financial background, and lead our platform into the international markets.

2005 April 2005, The Company entered into the strategic cooperation with Guangzhou CUP Network Payment Limited that providing Easylink Card services on the CUP's POS system in Guangdong province. The services network covers the most developed cities in Guangdong province, i.e. Guangzhou, Shenzhen, Dongguan, Foshan, Zhuhai, Huizhou, Jiangmen, Zhongshan and Shantou. 2007 September 2007, the Company cooperated with Shenzhen EPS Financial Services Ltd, launching the "DNA Mobile Payment" services in Shenzhen. 2008 August 2008, the Company entered into the co-operation with the China UnionPay Guangdong branch to create the "DNA Mobile Payment" platform, providing DNA payment services to the whole nation whoever has the debit cards.

September 2008, the Company established the strategic cooperative partnership with the leading travel service company - Ctrip (CTRIP) for their customers to utilize the newly promoted services to purchase airline tickets on the "CUP DNA Mobile Payment" platform either thru its call center or its website.

November 25, 2008, the Company held the press conference with the CUP and Ctrip in Guangzhou, officially announce the launch of "DNA Mobile Payment" services.

From October 2008 to February 2009, the Company cooperated with China Southern Airlines, Guangzhou Railway, Et-China, GZL, eLong and other well-known airline ticket and travel agencies for the provision of "DNA Mobile Payment" services.
2009 October 2009, the Company introduces the ISO27001 management system and the PCI-DSS, the international payment card security standard.The State-of-Art risks control management system has also formed for the provision of our 7/24 consulting and transactions security monitoring services.

2010 In 2010, DNA Mobile Payment system has certified by the CUP as the first generation of mobile payment standard.

April 2010, CUP DNA mobile payment deploys by the call center and online sales center of China Airline, that further solidified the leading position of DNA mobile payment in airline ticketing industry.

April 2010, the Company entered into the insurance industry by providing DNA Mobile Payment services to Tai Kang Life Insurance Company.

June 2010, DNA Mobile Payment was introduced into the call center of China Unicom 116114 which marked the new era of our payment platform into the telecom operators, it was the first telecommunication operators in telephony integrated platform providing off-line debit card payment services.

PAYECO (hereinafter referred to as we) emphasize on protecting personal information and personal privacy of users. This Privacy Policy contains relevant terms regarding how we collect, process, store, use, share, transfer, publicly disclose and protect personal information (hereinafter referred to as “information) of users (hereinafter referred to as you).

This Policy may be modified or updated by PAYECO from time to time. The updated terms of this Policy shall prevail over the original terms once published, without any further notice probably. After PAYECO modifies the terms of this Policy, if you do not agree with any content hereof, you shall stop using our services forthwith. By continuing to use any service we provide, you shall be deemed to agree that we collect, process, store, use, share and protect your personal information in accordance with this Privacy Policy.

I.  Scope of Application

This Privacy Policy is applicable to all the services provided by PAYECO (hereinafter referred to as “services or our services), including the services provided by PAYECO on its platforms and the merchant platforms that connect the products of PAYECO. Your use of PAYECO's services by accessing its platforms and/or login to relevant client terminals shall comply with this Privacy Policy.

The term PAYECO as used in this Policy is the single or collective name of Easylink Payment Co., Ltd. (the operator of PAYECO platform), and its related affiliates established and/or will be established in the future.

This Policy was last updated in June 2019.

This Privacy Policy is applicable to all our services. In addition, for certain specific services, we will make specific privacy policies, in order to explain more specifically how we collect, process, store, use, share and protect your information in such services. The privacy policies for such specific services shall form an integral part of this Privacy Policy. If there is any discrepancy between the privacy policies of the corresponding specific services and this Privacy Policy, the privacy policies for such specific services shall prevail.

This Policy does not apply to information collected by other third-party services (other third parties, including but not limited to your counterparties of transactions, any third-party websites, and third-party service providers) connected through our services. We will take no responsibility for the behaviors and consequences of the use of your personal information by the third parties mentioned above. Please note that other third parties may have their own privacy protection policies. When you browse the web pages created by other third parties or use Applications developed by other third parties, you may detect Cookies or pixel tags placed by those web pages or Applications. Those Cookies or pixel tags are not under our control, and the application of them is not subject to this Policy.

II.  How We Collect Your Personal Information

Personal information refers to various information recorded electronically or in other ways, which can identify the identity or reflect the activities of a specific natural person, either solely or in combination with other information.

We will collect and use your personal information only for the purposes described hereinafter: in order to comply with legal and regulatory requirements, to provide you with better and more personalized services, and to strive to improve your user experience. By voluntarily checking and confirming to accept this Privacy Policy, and providing us with the following information or using our services, you will be deemed to agree that we collect information in accordance with this Policy. 1. Information You Provide to Us

In order to comply with the requirements of laws and regulations, and to provide you with more personalized and convenient services, we need to identify your identity. The above information will be stored within the People's Republic of China. If cross-border transmission is needed, we will ask your consent according to the law.

Any text, photo, video and information in various forms, etc. submitted when you publish comments at PAYECO platform may also contain or relate to your personal information.

You may choose not to provide certain or some information, but it may prevent you from using many of our featured services. Please understand that we use the information you provide in order to respond to your request, to provide convenience for you to enjoy all our services, to improve our platform and to communicate with you.

2.  Information We Obtain During Your Use of Our Services

In order to improve the service quality and user experience, we will archive information about your use of the services and relevant usage modes, including:

(1)  Log Information on Your Browsers, Computers and Mobile Devices. When you access mini programs or use our services, our system will automatically receive and record information on your browsers, mobile devices, and computers (including but not limited to your IP address, type of browsers, language used, access date and time, software and hardware feature information, as well as records of web pages you need, etc.).

(2) Your Location Information. When you enable the device positioning function and download or use the applications developed by us, our affiliates and partners, or visit our mobile web pages to use our services, we may detect your location (most mobile devices will allow you to disable the positioning services, and it is recommended that you contact the service providers or manufacturers of your mobile devices for specific methods).

(3)  Your Device Information. We may read information of the terminal devices you use to access us or use our services, including but not limited to device model, device identification number, operating system, resolution, telecom operator, etc.

(4) Information of Your Behavior, Style and Preferences. In order to satisfy your service requirements, and to provide you with more personalized services, we may record searches and other operations you conduct when accessing us or using our services, and record your travel plans, meal requirements, seat selections, information of passenger/hotel/car rental Applications frequently used, as well as information of flight number and class, baggage and ticketing options, etc.

During the period you use our services, the above information obtained shall maintain authorized for us to use. When you cancel your account, we will stop using and delete the above information. The above information will be stored within the People's Republic of China. If cross-border transmission is needed, we will ask your authorized consent separately.

Besides the above information, we may also obtain your additional information as reasonably needed for providing services and improving the service quality, including but not limited to the information you provide when contacting our customer service team, the questionnaire responses you send to us when participating in surveys, as well as the relevant information we obtain when you interact with our affiliates and partners. Meanwhile, in order to improve the security of your use of our services, and more accurately prevent phishing website scams and Trojan viruses, we may judge the risks of your account by knowing some of your web usage habits, and your commonly used software information, etc., and may record some links (URL) that we believe are risky.

3. In the process of registering your PAYECO accounts and using PAYECO services, we shall be authorized to obtain your personal information from the affiliated bank, relevant partners and other independent third parties. This information includes, but is not limited to, your identity information, transaction information, device information, etc. We will accumulate such information to help us provide you with better and more personalized services, or to prevent Internet scams more efficiently.

III.  How We Use Your Personal Information

In order to provide services, improve our service quality and optimize your service experience, we will use your personal information in accordance with the law or according to your authorization, mainly for the following purposes:

1. Provide you with all the services you use, as well as maintain and improve these services.

2. Recommend contents that may be of interest to you, including but not limited to sending you product and service information, or displaying personalized third-party promotional information through the system, or sharing information with our partners with your consent so they can send you information about their products and services. If you do not want to receive the above information, you can unsubscribe through the corresponding unsubscribe function.

3. We may use your personal information to verify identity, prevent, detect and investigate possible scams, security hazards, illegality or violation of agreements, policies or rules of us or our affiliates, in order to protect the legal rights of you, other users, us or our affiliates.

4. We may combine personal information and transaction information from certain service with information obtained from other services, to conduct integrative statistics, analysis or processing, etc., in order to provide you with more personalized services, such as use, sharing and disclosing your information for sales, rewards, or for you to have broader social circles.

5. We will gather statistics regarding the usage of our services, and may share the statistical information with the public or third parties, to show the overall usage trends of our products or services. However, such statistical information does not contain any of your identification information.

6. Invite you to participate in surveys regarding our products and services.

IV. Your Shared Information

You can establish connections and share with each other through our services. When you voluntarily agree to conduct communications, transactions or sharing through our services, you can invite your contacts who have not enabled the sharing function to enable such function through our services, so that they can see the transaction information, comments and other shared information on PAYECO which you voluntarily agree to disclose separately.

When conducting transactions with PAYECO services, you will inevitably disclose your personal information, such as contact information or postal address, to the counterparties or potential counterparties. Please properly protect your personal information and provide it to others only when necessary. Please note that the information you voluntarily share when using our services may involve personal information of you or others, even personal sensitive information, such as your transaction information, and text, images, videos or other information in various forms that you choose to upload for comments which may contain personal information. Please consider more cautiously whether you will share or even publicly share relevant information when using our services.

V.  How We Share Your Information

Your personal information is an important part of our services to you, and we will undertake obligations of confidentiality to your information in accordance with laws and regulations. We will not disclose your personal information to third parties except for the following cases:

1.  Obtain your consent or authorization.

2.  In accordance with the provisions of laws and regulations or the requirements or authorization of the authorities such as the administrative and judicial institutions.

3. For the purposes described in the section How We Use Your Personal Information, or in order to provide you with relevant services or to fulfill the obligations and exercise our rights under the relevant agreements and this Privacy Policy, share your personal information with our affiliates, partners or third parties who perform certain functions on behalf of us (such as communication service providers that push notifications, or payment agencies that process bank cards on behalf of us, etc.) .

The Internet environment is not 100% secure and we will try our best to ensure or guarantee the security of any information you send us. If our physical, technical, or administrative protection equipments are destroyed, resulting in unauthorized access, public disclosure, alteration, or destruction of information, and resulting in violation of your legal rights, we shall bear the corresponding legal responsibility.

In the event of unfortunate security incidents of personal information, we will promptly inform you in accordance with the requirements of laws and regulations: the basic situation and possible impact of the security incidents, the disposal measures we have taken or will take, the suggestions regarding how you can prevent and reduce the risks on your own, and the remedial measures for you, etc. We will promptly inform you of the relevant circumstances of the incidents by mail, letter, telephone, pushed notices, etc. When it is impossible to inform the subjects of personal information one by one, we will publish notices in a reasonable and effective manner. IX.  How to Use Cookies and Web Beacons

1. Use of Cookies

A Cookie is a text file that web servers store on your access device. The Cookie assigned to you is unique and can only be read by the web server that publishes the Cookie to your domain.

We use Cookies to help you realize personalized online experience and provide you an easier access experience with us and our affiliates. For example, Cookies will help you to call your information on your subsequent visits to our platform, and simplify the process of filling in your personal information (such as one-click login, etc.); to provide you with preference settings of secure shopping; to help you optimize your choice of and interaction with the advertisements; to protect your data security, etc.

X.  How to Protect Personal Information of the Minors

XII.  Miscellaneous

This policy is signed in Tianhe District, Guangzhou City. The interpretation, validity and dispute resolution of this Policy shall comply with the laws of the People's Republic of China. If any dispute or controversy arises between you and PAYECO, it shall be settled through friendly consultation first.
